Fiscal Year 2024 Community Project Funding Requests

Project Name: Training Vehicles for the Johnson County Regional Police Academy at Johnson County Community College

  • Description of Request: The funding would be used for purchasing two marked cars and one unmarked car for the Johnson County Regional Police Academy at Johnson County Community College. The academy is a part of the Kansas Law Enforcement Training Center. The vehicles will be used by recruits to significantly increase the opportunities to rehearse scenarios in which they interact with citizens at a traffic stop and to engage in emergency driving and tactical scenarios. The requested funding will ensure that the police academy can increase its capacity to train future officers, as well as prepare the recruits for real world situations.

Project Name: Johnson County, Kansas Emergency Operations Center (EOC) Update

  • Amount Requested: $1,000,000
  • Description of Request: The funding would be used for modernizing and renovating the county's existing EOC, located in the lower level of the Johnson County Administration Building. Specifically, the project would provide EOC members with more reliable technology allowing for increased functionality and information sharing within this space. The Johnson County EOC serves the most populous county in Kansas, home to 19 cities, 8 fire departments, and 16 law enforcement agencies.

Project Name: City of Olathe Renner Drinking Water Pump Station Generator Improvements

  • Amount Requested: $850,000
  • Description of Request: The funding would be used for replacing the existing generator and making the facility compliant with modern electrical, building, and safety code requirements. This generator ensures access to water in an emergency, which is essential for the health and safety of Olathe residents.

Project Name: City of De Soto Water Treatment Plant Expansion

  • Project Location: Water treatment plant expansion in De Soto
  • Amount Requested: $5,000,000
  • Description of Request: The funding would be used to partially cover the $35,000,000 cost to construct additional clarifiers and related equipment to increase the plant's capacity from 2 million gallons per day (MGD) to 8 MGD and meet Occupational Safety and Health Administration standards. This will support the largest economic development project in the state of Kansas, the Panasonic EV Battery plant, In addition to the Panasonic plan, which is 300 acres, there are more than an additional 9,000 acres that will require water service to enhance the state's investment in Astra Enterprise Park. Panasonic alone is projected to generate $250,000,000 annual economic growth.

Project Name: City of Edgerton Dwyer Farms Sewer Extension

  • Project Location: Dwyer Farms Sanitary Sewer System
  • Amount Requested: $3,083,600
  • Description of Request: The funding would be used to install approximately 2,000 linear feet of 18" sewer pipe with manholes spaced at 400' intervals. The new sewer line encounters several high-cost hurdles, including a jurisdictional water way, BNSF Railway's transcontinental line, and a high-pressure gas pipeline. The funding would also be used to install an equalization basin to allow wet weather flow to equalize prior to pumping from the existing lift station. The project will spur economic revitalization in the City of Edgerton by adding new residents and removing high-cost hurdles faced by potential developments for the future. New residential development is a crucial next step for the Edgerton community to continue the success of Logistic Park Kansas City (LPKC), which already generates about 3.4 percent of the entire state's economic output with nearly 5,000 direct employees.

Project Name: Johnson County Wastewater Highway US-69 Sewer Relocations

  • Project Location: Wastewater sewer relocations along Highway US-69 in Johnson County, Kansas
  • Amount Requested: $1,509,200
  • Description of Request: The funding would be used to relocate, adjust, modify, and/or protect some sanitary sewers along Highway US-69 from W. 103rd Street to W. 151st Street and the W. 167th Street interchange. This is being necessitated by the Kansas Department of Transportation (KDOT) US-69 Modernization and Expansion (US-69 Express) Project to improve the federal, state, and local roadways within the area of Highway 69 from W 103rd Street to W 151st Street and the W 167th Street interchange. The project will address safety and congestion issues that have been identified along Highway US 69 for the past 25 years.

Project Name: Garnett Water Treatment Facility

  • Project Location: Water treatment facility in Garnett, Kansas
  • Amount Requested: $5,000,000
  • Description of Request: The funding would be used to help construct a new $22 million water treatment plant that will provide safe, reliable, and affordable drinking water to 3,400 Kansans. The current plant, constructed in the 1930's, can no longer be retrofitted to meet state and Federal regulatory guidelines. Without construction of a new plant, the City of Garnett may need to cease treating water and be forced to truck it in from more than 28 miles away.

Project Name: Olathe Water Treatment Plant No. 2 Electrical Modifications and Improvements

  • Amount Requested: $2,004,451
  • Description of Request: The funding would be used to install backup generators at two of the City's horizontal collector wells, providing necessary risk mitigation should power be lost at the wells due to weather, natural disaster, etc. The City only has backup generators at 2 of its 4 horizontal collector wells. Currently if power is lost at the collector well field, the City loses almost half of its raw water capacity from these wells, dropping from 22.9 MGD (Million gallons per day) to 11.7 MGD. During peak summer demands, this leaves the City unable to provide sufficient water to meet demands. Installation of these two generators will greatly benefit the residents of Olathe.

Project Name: City of Mission, Foxridge Drive Phase II Roadway Improvements

  • Project Location: City of Mission, Foxridge Drive Phase II Roadway Improvements
  • Amount Requested: $2,500,000
  • Description of Request: The funding would be used for proposed improvements, which include full depth pavement reconstruction (pavement removal and replacement with a 10-inch asphaltic concrete base and 2-inch asphaltic concrete surface); replacement of curb and gutter; new sidewalks, streetlights, and stormwater infrastructure; and pavement markings. An underdrain system will be installed to address the stormwater runoff and pedestrian improvements will be made to create a more inviting, walkable environment. The traffic signal at the Foxridge to Lamar intersection will also be replaced and relocated improving access to Interstate Highway 35 (I-35) for both commercial and personal vehicles. These improvements will enhance safety for drivers, pedestrians and cyclists traveling through the Foxridge corridor.

Project Name: City of Overland Park, 82nd Street Realignment & Downtown Pocket Park

  • Project Location: 82nd Street Realignment & Downtown Pocket Park
  • Amount Requested: $2,000,000
  • Description of Request: The funding would be used for land acquisition for realignment of 82nd Street at Metcalf Blvd., demolition of an existing structure, and construction of a realigned street, a traffic signal, and pocket park. The realignment and traffic signal construction will allow for safer travel through the Metcalf corridor for motorized vehicles as well as pedestrians. Realigning the street will improve the characteristics of an intersection that currently has misaligned legs. Pedestrians will be able to utilize the signal to safely cross Metcalf. The project will also construct the roadway to match the City's planned downtown Form Based code. The pocket park will provide a green space for the public in the Overland Park downtown area.

Project Name: City of De Soto Astra Water Tower

  • Description of Request: The funding would be used to support the largest economic development project in the state of Kansas, the Panasonic Electric Vehicle (EV) Battery plant. It will provide system redundancy for the city's water distribution system throughout the community, including existing industry users and residential/commercial users. The tower also provides fire protection for billions of dollars in government and private investment. In addition to the Panasonic plant, which is 300 acres, there are more than an additional 9,000 acres that will require water service to enhance the state's investment in Astra Enterprise Park.

Project Name: City of Leawood, Tomahawk Creek Parkway - College Boulevard to Roe Avenue

  • Proposed Recipient: City of Leawood

  • Project Location: Tomahawk Creek Parkway, from College Boulevard to Roe Avenue
  • Amount Requested: $5,033,171
  • Description of Request: The funding would be used for improving the safety of the travelling public by eliminating the risk of getting caught in rising flood waters. The project is an appropriate use of taxpayer funds because the Justice Center and a future fire department facility are located along the corridor, and thus raising the roadway out of the floodplain reduces emergency response times and enhances the safety of all citizens of Leawood. In addition, as the roadway is being reconstructed, bike lanes will be added to the roadway along with two marked pedestrian crossings. This will provide better access for the cycling community and pedestrians as well to the recreational facilities along Tomahawk Creek enhancing the wellbeing of the community. The analysis and design of these improvements is important to the City of Leawood due to the ongoing safety concerns with flooding.

Project Name: City of Overland Park, Traffic Signal Controller Cyber Security Upgrade and Street Lighting

  • Project Location: Traffic signals throughout Overland Park, Kansas
  • Amount Requested: $1,260,000
  • Description of Request: The funding would be used for replacing approximately 190 traffic signal controllers across the city that are not capable of being upgraded and supported any longer by the manufacturer due to age. This represents a tremendous security and safety risk for the city as the traffic signal network helps ensure that thousands of drivers are able to commute to and from and in and around the area each day. The city has a central traffic operations center where command of all 275 traffic signals can be accomplished remotely. Upgrading these older signal controllers will help ensure that our systems are much less susceptible to cyber threats, and will create a safer, more well-lit neighborhood.

Project Name: KC Connect Bistate River Bridge Replacement

  • Project Location: KC Connect Bistate River Bridge
  • Amount Requested: $3,000,000
  • Description of Request: The funding would be used for a complete reconstruction of the Kansas Avenue Bridge, which is partially industrial, repairing a structurally deficient that connects two bistate communities through an arterial road that supporting roughly 8,000 daily trips. The project would reconnect the neighboring communities using revitalized, modern streetscapes emphasizing Complete Streets standards with improved pedestrian, bicycle, and ADA accommodations.

Project Name: City of Gardner Southeast Growth Area Interceptor Project

  • Proposed Recipient: City of Gardner

  • Project Location: Cedar Niles Lift Station
  • Amount Requested: $6,000,000
  • Description of Request: Gardner has the highest projected growth rate in Johnson County through 2030, a geographically large section of KS-03 that is experiencing considerable near-term residential and commercial growth. Since 2020, Gardner has provided approximately $3.1 million in upgrading wastewater services to the south side of I-35. But significant capital investment is still needed in the Southeast Growth Area Conveyance System given the existing platted developments and projected growth plans, which includes needed additional residential development.
