Rep. Sharice Davids Statement on the Passage of H.R. 6 and PAYGO Rule

June 4, 2019

Rep. Sharice Davids issued the following statement on the passage of H.R. 6, The American Dream and Promise Act,as well as Congress' decision to waive the PAYGO rule. The ‘Pay-As-You-Go' rule, often referred to as PAYGO, requires any legislation increasing mandatory spending or cutting taxes to be paid for.

"Today, I was proud to vote for H.R. 6, The American Dream and Promise Act, to provide a path to lawful citizenship for Dreamers, TPS holders and DED holders. These are people who have grown up and built their lives knowing the United States as their home, and without these protections, their futures in this country are at risk.

"As with any legislation, I always consider financial implications, whether intended or unintended. That's why I'm disappointed that House leadership decided not to include a way to pay for H.R. 6.

"I voted against waiving the PAYGO rule because I believe Congress must be fiscally responsible and find ways to pay for legislation it wants to pass, especially when it's estimated to increase the budget deficit by more than $34 billion.

"Ultimately, providing a path to legal residency and citizenship for Dreamers, who enrich our communities and contribute to our economy, is too important to delay. However, I urge leadership to recommit to common sense fiscal responsibility for the good of our communities and country."
