The American Rescue Plan

I know many people have had a hard time in this pandemic. Far too many families lost loved ones, lost their jobs, and had their lives turned upside down. This has to be a moment where we come together as a nation and care for each other – just like we’ve done in the past during World War II or after 9/11. 

That’s why I voted for the American Rescue Plan, which is now law. The American Rescue Plan is about getting vaccines in arms, money in pockets, kids safely back in schools, and people in jobs.

The American Rescue Plan delivered relief checks, worth up to $1,400 a person, to help families cover their bills. It's also delivering a new tax cut for middle- and working-class families with kids, worth up to $3,600 per child, sent in part via monthly payments. Non-partisan experts have studied the American Rescue Plan. They've found it's centered on the idea of helping hardworking people in the middle- and working-class.

I know many people have had a hard time over the past 18 months. That’s why I voted for the American Rescue Plan, which is now law. The American Rescue Plan is about getting vaccines in arms, money in pockets, kids safely back in schools, and people in jobs.

Thankfully, we're now seeing the American Rescue Plan's results. Millions of people have gotten vaccinated and are now getting back to work. We're making progress, but we also have a lot more to do. Please take the below survey to share your priorities with me so I can bring your voice to Washington. I'm here to serve every person and every corner of our community.

What’s in the American Rescue Plan? Strong and Effective Relief that's Targeted to Hardworking Kansans.

What's in the American Rescue Plan?

Non-partisan experts have studied the American Rescue Plan. They’ve found that it’s centered on the idea of helping hardworking people in the middle- and working-class. It’s past time that we start making our economy work better for everyone, not just those at the very top.

Here’s a further breakdown of several other major components of the American Rescue Plan, and how they help hardworking Kansans:

  • Expands access to health careI am also pleased to share that the American Rescue Plan includes a version of my bill to help states like Kansas cover the cost of expanding Medicaid. I've long made this a priority since becoming your representative, and I am glad we're taking action to get this done. Expanding Medicaid would mean another 165,000 Kansans getting the health care they need. 
     
  • Reopening schools safely: The law gets strong and immediate help to our public schools. It will help local school districts improve ventilation systems, reduce class sizes, and buy protective equipment so all of our students and teachers can get back to in-person classes safely.
     
  • Nutritional help: More resources so schoolchildren can buy healthy and nutritious food under the Pandemic-Emergency Benefit Transfer (EBT). It also boosts the Women, Infants, and Children (WIC) program, which helps young families access healthy food and health care.

  • Relief for renters and homeowners: Emergency aid to help struggling homeowners and renters stay in their homes. Likewise, it has new support for the Low Income Home Energy Assistance Program (LIHEAP) so folks can pay their utility bills and keep their electricity on.
     
  • Keeping teachers, firefighters, and police officers on the job: State and local government budgets took a big hit in this pandemic, putting jobs and crucial services at risk. The American Rescue Plan will provide Kansas with an estimated $1.6 billion in relief. Our local cities and counties will get millions in aid too. It’s estimated that Kansas City, Kansas will receive more than $57 million and Overland Park will receive nearly $20 million.

What Kansas Leaders Are Saying
Many local Kansas leaders are supporting the American Rescue Plan because it’ll help end this pandemic and bring strong, targeted, and effective relief to hardworking Kansans.

Here’s what they’re saying:

  • “This plan isn’t perfect, but it is another critical step toward Kansas’ economic recovery. It provides relief to Kansas families, schools and businesses. It will help us get vaccines into arms quicker. Lastly – it gives us more reasons to expand Medicaid and get 165,000 Kansans access to affordable health care – something we urgently need to do during a global pandemic,” said Governor Laura Kelly.  
     
  • “The passage of the American Rescue Plan Act will provide much-needed support to our states and cities, our small businesses and our citizens. This past year has been so difficult for so many, and the KC Chamber believes the relief included in this package, as well as the support from last year’s CARES Act, is critical for our region as we work towards a robust and inclusive recovery for all segments of our economy and citizenry,” said Joe Reardon, President & CEO of the Greater Kansas City Chamber of Commerce.
     
  • "The American Rescue Plan will offer much needed relief for our residents still suffering the effects of the pandemic. Extended unemployment benefits and stimulus payments to those in need provide a lifeline to obtain or maintain services many of us may take for granted and help to offer support to our local civic organizations as they continue to provide unprecedented levels of support to our community," said Spring Hill Mayor Steven Ellis.

  • “The support from the American Rescue Plan for community health centers will help us expand and improve our response to COVID-19. We will be able to increase vaccination and testing efforts as well as improve our team’s ability to address the underlying health inequities we have seen exacerbated by this pandemic,” said Patrick Sallee, Vibrant Health CEO.
     
  • “Our community has been disproportionately impacted by the health, economic, and human consequences of COVID-19. Additional federal assistance is critical, allowing us to continue fighting the pandemic and restoring basic services and programs affected by prolonged revenue losses and economic uncertainty,” said Mayor David Alvey of the Unified Government of Wyandotte County/Kansas City, KS.
     
  • “Creating pathways to address the needs of students and Districts in a post pandemic world is critical work.  We appreciate that the bill provides dedicated dollars to local educational agencies to equitably address learning loss and to provide student support services in processing trauma.  The funding to update HVAC systems and to modify spaces to better allow social distancing is also vital as we move forward.  Both the National Association of School Boards and the National Education Association have lauded the bill for directing the needed aid to the public schools at the frontline of combating the pandemic, and we join with them in supporting the bill’s passage,” said Shawnee Mission School District School Board President Heather Ousley.

  • “While we are sensitive to the budgetary impact of the American Rescue Plan, we also recognize this is an extraordinary time for our country. Business have been devastated by this pandemic. This legislation extends a lifeline to restaurants and other small businesses and will undoubtedly help them recover from the losses they and their employees have endured. The pandemic has also highlighted the need to have reliable access to broadband to support telemedicine, telecommuting and learning from home. We applaud Congress for recognizing that our technological infrastructure must be ready to support how we work, learn and receive services into the future,” said Tracey Osborne Oltjen, Overland Park Chamber of Commerce President & CEO
     
  • “Successful passage of the American Rescue Plan and its direct support of Americans, including the new child tax benefits, is essential for the health and safety of many Overland Park families. Combine this relief with weekly increases of COVID-19 vaccine doses, we can expect to see our nation’s economy, and the Overland Park economy, regain its momentum and vigor,” said Overland Park City Councilmember Logan Heley.

Throughout the pandemic, our team has insisted on strong oversight, transparency, and accountability for federal relief programs. We can’t afford to waste money or lose time in an emergency like this.

Facts vs Fiction - The Truth About the American Rescue Plan
I understand some people may have questions or concerns about the American Rescue Plan. Maybe you’ve heard something about the bill on the internet and would like to know the facts. Here are answers to some of the questions you may have, as well as some responses to misleading claims that some have made. You’re also always welcome to contact my office to share your views.           

  • I am concerned about our nation’s debt.

    I share many people’s concerns about our nation’s debt. That’s why I’ve supported bipartisan bills to cut wasteful spending. I’ve also stood up to my own party to demand pay-as-you-go budget rules to keep our debt in check.

    At the same time, we’re responding to a major disaster, like a hurricane, that’s devastating our entire country. Just like in World War II or on 9/11, this has to be a moment where we come together and care for our fellow Kansans – not fight one another. That’s why the American Rescue Plan delivers the strong response experts agree is needed to help end this crisis and gets relief to people who need it.

    We need strong action now, or else the pandemic could linger on for much longer than it needs to – taking more live, more jobs, and bringing more devastation to our nation’s finances. We can’t fall into a false and self-defeating choice of balancing our budget on the backs of the middle class in a national crisis. So since our country is fortunate to now have access to very low interest rates, my decision was to make a strong push to help end the pandemic now, and get our economy back on its feet, so things don’t get worse.

    Taxpayers also have a right to expect that relief dollars will go to working- and middle-class people who need help – not billionaires, large corporations, or special interests. Our team has been focused on oversight, transparency, and accountability throughout the pandemic and we’ll continue to do so.

  • I am concerned about bipartisanship.

    My preference is to always for bipartisan legislation whenever possible. Kansans are very pragmatic and expect their leaders to work together. That’s why more than 70% of the bills I cosponsored in my first term were bipartisan. I’ll always push to work with anyone, regardless of party, to make a difference in people’s lives.

    Likewise, the virus doesn’t care which party you belong to. Republicans, Democrats, and Independents are getting sick and losing their jobs. We need action to help everyone.

    That’s why public opinion polling consistently shows that a strong majority of the American people support the American Rescue Plan. That includes Republicans, Democrats, and Independents. In addition, Kansas leaders in both parties, in business, and in health care have expressed their support the American Rescue Plan.

    People are also sick of gridlock and they can’t wait forever for relief in a major disaster like this. We have to deliver a strong rescue plan that can save lives and help end this pandemic once and for all.

     
  • Misleading claim: Only a small percentage of the bill responds to the coronavirus.

    This is misleading, and nonpartisan fact checkers have said so.

    When this misleading statistic is offered, it’s often done in an attempt to define relief very narrowly to health-related programs only, such as funding for vaccinations alone. We do need an ambitious vaccination and testing program to help control the virus and save lives. But that by itself is not good enough. The virus has left a deep hole in our economy and a once in a century pandemic requires a stronger response.

    People are hurting and they need help, including economic relief. That’s why the American Rescue Plan delievered new relief checks, worth up to $1,400 per person, while excluding higher income earners to target relief better to middle- and working-class households. It's also delivering a new tax cut for middle- and working-class families with children, targeted relief for small businesses, and more. Both parties supported similar relief measures in the past, and we have to do so again to get people back on their feet.

​​The American Rescue Plan delivers relief to hardworking Kansans. Nonpartisan experts who’ve looked at the law have found that it’s centered on the idea of helping middle- and working-class people – not billionaires, large corporations, or special interests.

    That is not accurate. The American Rescue Plan will help bring critical relief to Kansas, our local cities, and counties here at home. This is about keeping police officers, teachers, firefighters, first responders, and health care workers on the job.

    The American Rescue Plan provides emergency relief for states across the country, including Kansas. Our state will receive an estimated $1.6 billion in relief at a critical time.     Kansans remember the failed Brownback tax experiment that led to severe cuts in critical services, including for our public schools. We’ve begun to crawl our way back from those times. Unfortunately, the pandemic’s toll on our economy threatens that progress.

    In fact, a report by the financial intelligence firm Moody’s Analytics found that due to the pandemic, Kansas was among the top ten states facing the most potentially serious budget shortfall. We need the American Rescue Plan to protect critical jobs and services in our community.
